I have an 03 Tacoma that has a lot of sway and bounce on uneven highways when I have 2 or 3 passengers or more weight than usual in the bed. Is this the shocks?

I'd say it's time to replace the shocks and the sway bar bushings, changing both of those out will make a ginormous difference. Check the link below from one place where you can get both.
