Hi,
I used to be a service writer at a couple of different dealeships for different makes. The charge on the tire rotation is up to the dealer. I have worked at both, free rotations with oil changes and others that charge. You just may want to find another dealership to go to. I'd let the service writer know what your thinking. It might be worth it to them to eat that charge to keep your buisness in the long run. Just a thought.
-Atom

While your advice is good in general, in the specific case of the Prius, all scheduled maintenance is covered for free for the first 3 years.
