If you Tundra has drum style brakes on the rear, you will need to clean and lube the emergency brake levers eventually. My truck has 122 k miles on it, and developed a loose e-brake pedal, which didn't want to hold on a hill anymore. When I dismatled the rear brakes, I found that the levers (attached to the brake backing plate) had froze up from rust (I live in Ohio). One lever would barely move, and the other was totally stuck. You might possibly free up the levers right on the truck, but I removed both (2 bolts and a pin each), put them in a vise, and drove out the lever pin with a punch. I then cleaned every part with a wire wheel or sander, greased em up, and reinstalled. The brake now works good, and should go another hundred k without any work. Incidentally, the e-brake also is the actuator for the automatic brake adjustment, and your rear brakes won't self-adjust if it is stuck (or if you never use the e-brake).
