What is the correct torque setting for the bolt that bolts the brake line onto the caliper for a 98 Corolla?

Also, can anyone recommend a good brand of torque wrench? The reviews on sears.com for the more inexpensive Craftsman torque wrenches (~ $70) aren't very good, but the high quality brands like SnapOn, SK, or KD cost about 3 times as much (~ $230 or so). That's a lot of money for a DIY-er!
