If it won't start at all, I doubt it will be due to the pump or the filter.
When you say it won't start, do you mean it won't turn over or it won't fire?
Bear in mind that the petrol vans have a fuel shut-off valve on the carby, it has a black wire running to it and usually terminates on a green plug.
Check to make sure that you are getting +12V there when you turn the key to "ON".
Also, see if you can hear it click when you turn the key on. A little hard sometimes as there are other relays that click at the same time in the engine bay, but if this solenoid is not working it will not allow fuel into the carb.
Check to see if you have spark on the plugs.
The fuel pump is a mechanical one mounted on the side of the block.
To check if it is working, disconnect the fuel line off the carby and poke the end into a piece of clear hose that feeds into a bucket.
Crank the engine over and make sure you are getting fuel out that line.
Try these and report back.
