My hiace steering wheel gets to be very hard to turn and is also kind of jumpy. does anyone know what the problem is? or what the fault is? thanks

Yes, the power steering belt is getting wet when it rains (water thrown up from the road underneath the engine) and it is slipping.

Get a new belt fitted and get it tensioned up correctly. It will solve the problem.
