Once I hit 105km\hr a ringing bell warning comes on....what is the safest maximum rev for the 2.8 3L diesel?
has anyone been able to get higher top speed with larger tires?

You say you get a bell? Mine has never done that and it's hit 120km/h.

Don't rev the engine past the redline of 4800rpm and you shouldn't have any problems.

If you change wheel size you will stuff your speedometer and odometer calibration and either travel faster/slower than what the speedo indicates
