Do you have a shifter or is it electronic? If you got a shifter just lock your hubs and shift it in. If its electronic just stop and hit the button.

Huh? Locking hubs? Do late model Tacomas come with locking hubs? It should be shift-on-the-fly 4wd.

If you have a manual 4wd shifter, ease off the gas and shift into High 4 from High 2. To go between High to Low, you have to slow to 25 mph and step on the clutch before shifting.

I have an electronic 4wd shifter and it is in High 2 for normal driving. To shift into 4wd High, I just hit the 4wd button and NOT exceed 60 mph. To shift to Low 4, I have to slow down to 25 mph and step on the clutch before shifting.

(At least it's what it says in my 2001 Tacoma manual)

Hope this helps.
