I had this same problem. It took me a while to figure out why the fluid was always down. You may want to check that small hose off the radiator, going to the reservior. I have had a couple of them with small hairline cracks on the small tube off the radiator, and eventually it breaks off. Hard to see, and you may have to remove the overflow container to see the problem. A little epoxy in that area should fix this. I broke one off, and put a piece of copper in there, along with some Hercules brand epoxy putty (not that this brand is any better than others). Its been in there about 8,000 miles and driven across 6 states non-stop, and the heat hasn't got to it yet. Seems to be holding up well. You can also buy just the top of the tank from a Toyota dealer, if this is your problem.
