95 Corolla Key Won't Turn, Steering wheel locked. Options

Sorry to be asking questions with my first post, but my friends 95 Corolla's key won't turn and the steering wheel is locked. I've tried moving the wheel back and forth while turning the key, I've tried turning the key and then moving the wheel in small amounts, a trick that worked on my old honda and nothing.

is there a release for the steering wheel/key lock, we have tried everything we can think of.
