Fuel Pump Runs When Turning Ignition On?, Should you hear the fuel pump in the Ignition "Run" Position? Options

When my sister turns the key to the "Run" position on her 1991 Previa before starting, she hears the fuel pump running. Is this normal? I believe the fuel pump should charge the injector rail, but from what she says, the fuel pump keeps running until she starts it like it charges the fuel rail and then the fuel pressure regulator sends the over pressured gas back to the tank. Has anyone ever had this problem or is it normal?

She recently lost the sound from her radio/CD player and perhaps she didn't notice the noise until the sound system quit working. (?)
