What kind of lock you need? On/off style or LSD(limitedslipdiff)?
Imported 2wd Hiaces are fitted with LSD here as standard. It's not perfect but better than nothing.
Hilux, 4runner/Prado, Land Cruiser have similar rear axles that may fit your Hiace.
(but not all of them are with locks)
Also you could make axle lockable with new inside stuff but that tend to be expensive.

4wd Hiace. 4wd Hiace without any locks goes better than 2wd with rear diff locked.
Hiace's weight distribution balance is too front to make just locking change ability to go on on mud/sandy terrain. (I've driven 2wd&LSD on ice and snow)
