Drives: 1998 Toyota Sienna 3.0L V6

Hi,
I recently took my '98 Sienna to an emissions text in Ontario. Everything passed except for the NOx. The limit was 548 and the Sienna got around 2000 ppm. I've changed the cat, new oil change, new o2 sensor and a new air filter. I just can't get it to pass. What can I do to fix it?
