The rules specify pushrod V8s. Toyota actually wanted to run a DOHC 32-valve V8 in NASCAR, but they werent able to because everyone knew they would have too much of a technical advantage in terms of horsepower and fuel economy.
How many pushrod motors do you see in Formula 1 or Indy Car racing? None, because no pushrod motor could withstand 18,000 rpm.
Toyota ran a 2.5L DOHC 24-valve V6 in the old Goody's Dash Series against Ford and GM cars that ran 3.0L pushrod 12-valve V6s and Toyota still put out the most power. Infact, shortly before that series was disbanded, Ford and GM were lobbying for Toyota to have even more of a displacement disadvantage.
