The '99 has a towing capacity of 5000lbs and your Fiat should only weight
around 2000lbs. The tongue weight shouldn't be more than a few hundred
pounds depending on where you position the car on the trailer (make sure
it's not too far forward or back). When I towed my car, I think I had some
blocks under the back of the trailer and drove the car forward until the
trailer just came off of the blocks. You'll be able to tell pretty quickly
if the trailer fishtails a lot.
I believe the total weight you were seeing just refers to the weight the
vehicle can support on its frame/suspension. Since the majority of the
weight of the car is being supported by the trailer, you don't need to
factor that part in, just the tongue weight.
