I have a broken glass in a rider's side mirror of my 1999 Camry. The dealer ordered a new part, removed the glass and backing and then found that the part they ordered did not fit. So now I have neither the backing or glass.

What are my options for finding a replacement glass and backing without having to replace the whole mirror assembly?

As I remember, the mirror glass snaps into the mirror shroud.

In any event, the dealer should address this problem! This is a safety issue!
