Left side 3rd seat cannot be removed.

The left side, 3rd row, is "stuck", cannot be removed, will tilt forward and slide forward/back. When pulled completely to the rear as required in the manual the red handle will not go up. I can't be the first person to have this issue. Red handle won't go up, pulling red handle up and #2 (as in the manual) up yields nothing. Locked solid.. Any inspiration or hints gleefully accepted.

While seat is tilted up ( ready to come out ) I think there is a long ( 4inches long by 1/2 inch wide ) arm just in front of where the seat attaches to the floor . I believe that needs to be in the down position . Another word manually push that arm down till it touches the floor . I think that might release the attachment that holds that in place . I know with mine if that isnt all the way down it wont release . Its just a matter of getting the clip to release it ,,,then you have to kind of wiggle the seat out . I bought a used 04 Sequoia a couple of months ago and have taken the seats out once and remember having to do that in order to get the latch to release it . That arm is suppose to drop down on its own but if it doesnt just manually do it .
