I have a 99 4 runner and i think a computer chip or something is going bad in it. Everything works great except for the control panel. It always lights up and acts like it's on but will blink for several seconds before it actually comes on. Then when it comes on and I would like to turn it off, eventually, if I hit the OFF button, it turns off but when i release the OFF button, the heat or a/c will come back on. I will have to go through this step 15-20 times before it will actually turn off and stay off. Just seems like there is a short or something....

Any suggestions?

Is there a fuse that could be bad?

The heat and A/C work so i'm not complaining to much, it's just kind of annoying to go through this all the time.
