Drives: 1997 Toyota Rav4

This problem is intermittent. I push the turn indicator and it starts to click rapidly. When this happens the turn indicator lights on the car do not flash. At other times the turn indicator clicks at its normal speed and the lights correspond perfectly. We've taken it to our regular (Non Toyota) mechanic and they can't seem to fix it. Is this an expensive problem?
