Any suggestions on procedures for cleaning brake dust and other dirt from tercel wheels?

Brake-Cleaner. There are almost an infinite number of brands.

But here's a tip....instead of using an heavy de-greaser (like Gunk), try using "Spray-Nine". Its super cheap, and works equally as well.

If an automotive store doesn't sell it, try wal-mart in their cleaning aisles. It's a little known secret...but Spray Nine is a heavy de-greaser and works superbly on engines, wheels, inside, out. If you read the label, it even kills the HIV virus (i'm not kidding).
